a “pdf” form is one that is intended to be viewed using a pdf viewer like Adobe Acrobat. These usually cannot be edited but some are made with blanks which you can fill out before printing. After printing they can be filled out and mailed, or scanned or photographed and that resulting file can be attached to an email.
